Dr Tito Castillo brings a deliberately broad perspective to health informatics, built through scientific computing, regulated clinical software, research infrastructure, health data, interoperability, enterprise architecture and national-scale transformation.

Strategy with technical depth

Comfortable moving from board-level operating model and capability questions into information architecture, system integration, data standards and implementation risk. This reduces the gap between strategy documents and executable delivery.

Current engagement. Supporting the development of enterprise data architecture, data standards, metadata management and semantic interoperability approaches across the Health Service Executive in Ireland.

Current engagement. Supporting EPR technical readiness through architecture analysis, clinical pathway assessment, dependency analysis, implementation risk and transformation planning.

Led architecture assurance for a large-scale secure healthcare transformation in a security-sensitive public-sector environment. Established and chaired the architecture working group, developed business capability and conceptual information models, contributed to target operating model development, and led work on data strategy and semantic interoperability.

Directed architecture for a multi-organisation integrated care record, aligning system interoperability with NHS strategy and delivering semantic mapping across Epic, SystmOne, EMIS and local authority systems.

Designed and operationalised an early ISO 27001-certified secure research computing environment, providing controlled access to sensitive epidemiological data and anticipating many of the principles now associated with Trusted Research Environments.

Held senior informatics leadership roles including IT Director for the NIHR BioResource and CIO for Life Study at UCL Institute of Child Health, covering federated research data strategy, information governance and national cohort data architecture.

Created a standards-compliant data pipeline enabling validated MAGE-ML experiment submission to the EBI ArrayExpress repository, supporting scientific transparency and reproducibility.

Developed and commercialised software to analyse small bowel motility using electrical impedance data, taking doctoral research into a regulated clinical product that obtained FDA 510(k) approval.

Lead front-end developer for PARR++ (Patients At Risk of Rehospitalisation), a predictive analytics tool developed with the King's Fund and distributed nationally to English Primary Care Trusts.
